Branches need to work together

In 1940, the armed forces of the United States weren't among the 12 most formidable in the world, Hitler began to dominate the skies above Europe, and much of our nation was weighed down by unemployment and poverty.

In less than a year, the United States of America would be forced to war without the men or machines to win it. In response, President Roosevelt said the U.S. would produce 50,000 planes in four years. Everyone thought it was a joke, and it was, because they produced 100,000 planes. The nation gave our armed forces an armada which some said could block out the sun. FDR proved that a people united could do improbable things.

For years, the executive branch of our government and the Legislature have addressed affordable housing with separate efforts, linking with the other only when absolutely necessary. But this approach does not help our people own a home. It doesn't incentivize affordable development or make our laws more responsive to the needs of working families.

This is why I reconvened the Housing Opportunities Make Economic Sense, or HOMES, task force at the beginning of this term. HOMES brought government agencies together with every facet of the private sector to recommend new housing policy and help make old policies better.

Guam will need an additional 6,000 housing units in the next nine years. Meeting this goal will require that we put away old partisan rivalries and partner for the betterment of our people.

It was in this spirit that I joined with Gov. Eddie Calvo Friday to unveil several parts of an affordable housing initiative. The Guam Housing Corp. will begin by rehabilitating housing units in Dededo for future use by Guam's families; qualified Chamorro Land Trust recipients will now be able to receive a $60,000 loan from GHURA to renovate their homes; and I have introduced Bill 235, which will allow GHURA to make 46 abandoned staff housing units a decent place to live.

Yet we cannot rest on our recent success. With so many people working harder, earning less and paying more, too many families believe that home ownership is outside of their reach.

This is why I wholeheartedly support the governor's recent creation of the Affordable Housing Coordinating Council, why I have accepted his invitation to sit on that council as a member, and why I will be bringing the policy role of the HOMES task force along with me.

We will consider legislation that responsibly expedites the permitting process related to affordable homes, we will retool the Qualifying Certificate program to inspire affordable development in a sustainable way, and we will recognize that while government cannot solve all of our problems, it can create an environment in which solutions are found.

(CNN) — President Obama will head to Philadelphia for two events organized by the Democratic National Committee Thursday, the same day the first major and closely-watched fundraising quarter of the 2012 presidential campaign cycle draws to a close.

The president, joined by Reps Bob Brady and Chaka Fattah and Mayor Michael Nutter, will deliver remarks at a fundraising bash at The Bellevue Hyatt in the afternoon. Ticket prices started at $100 according to two Democratic officials.

The officials said he will then attend a fundraising dinner at the home of Rhonda and David L. Cohen, tickets for which started at $10,000. DNC Chair Rep. Debbie Wasserman Schultz and Sen. Bob Casey of Pennsylvania will attend the evening event.

On a DNC conference call Thursday, former Democratic Gov. Ed Rendell of Pennsylvania said he thinks the events will raise $2.5 million to benefit the Obama Victory Fund, a joint account between the DNC and OVF.

The president’s trip caps off a busy fundraising schedule over the last month as both the Obama campaign and the DNC hope to report monster numbers as the 2012 reelection effort officially gears up. Less than a week ago, Obama hit three back-to-back fundraisers in New York City, including a $35,800-a-plate dinner at an Upper East Side restaurant. He was also the main attraction at two fundraisers at the Mandarin Oriental Hotel in the nation’s capital 10 days ago.
