History of Jefferson County government and the charter movement
Dec. 8, 1818: Jefferson County and seven other counties are formed from parts of St. Louis and Ste. Genevieve counties through an "Act of the Territory." A three-member county governing body is established and that system will last until residents approve a charter form of government in 2008.
1972, 1986, 1996: Jefferson County voters defeat charter proposals.
November 2004: Citizens for Charter Government, a group dedicated to placing the issue of charter government before voters, conducts its first petition drive.
Sept. 25, 2007: Citizens for Charter Government turns in petition sheets with 11,353 signatures to the Jefferson County Clerk's Office. The Clerk's Office finds 9,737 of the signatures to be valid, significantly higher than the 9,329 required. By state law, the petition needs signatures in the amount of 10 percent of the votes cast in the county in the previous gubernatorial election.
Dec. 14, 2007: Jefferson County Circuit Court judges appoint members to a Jefferson County Charter Commission to write the document. The 14-member Charter Commission consists of seven Democrats and seven Republicans who were among those county residents who applied for the task.
Nov. 4, 2008: Jefferson County voters approve the Proposition Home Rule Charter measure to change the county to a charter form of government. The measure wins by a margin of 67,636 votes to 32,391, or 67.23 percent to 32.77 percent. It needed a simple majority for passage.
Nov. 5, 2008: Transition in government begins. Commissioners Chuck Banks, Pat Lamping and Ed Kemp remain in power until their terms run out during a transitional period as spelled out in the charter. Banks' term ended Dec. 31, 2010. Lamping and Kemp, who were re-elected to four-year terms the same day the charter passed, are continuing to serve as transition executives until their terms end in 2012.
Aug. 10, 2010: Primary elections for county executive and seven County Council positions are held.
Nov. 3, 2010: During the general election, Ken Waller becomes the first elected county executive and members of the County Council are elected. They are: Don Bickowski, District 1; Renee Reuter, District 2; Bob Boyer, District 3; Charles Groeteke, District 4; Terri Kreitler, District 5; Cliff Lane, District 6; and Kelly Waymon, District 7.

Tubular USA, based in Weldon Spring, has been chosen as June’s recipient of the monthly Business Spotlight Award from the Economic Development Roundtable of St. Charles County.
The E.D. Roundtable is a standing committee of the Economic Development Center (EDC) of St. Charles County with the local cities, St. Charles County Government, and the St. Charles County Department of Workforce Development.
Founded in 1993, Tubular USA is a spin-off of Meiners Sales Company, a manufacturer’s rep agency started in 1945. A second generation family-run business, Tubular USA was started as a distribution partner for Illinois-based Allied Tube and Conduit. The company’s steel and tube products have found a niche in highly corrosive environments and are used for communications towers, renewal energy projects, greenhouses, playgrounds, truck tarps, boat docks, frame and awning, handrails and irrigation systems and more.
